Preventing violence before it occurs published

Preventing violence before it occurs was a framework and background paper to guide the primary prevention of violence against women in Victoria.

The paper suggested that action to prevent violence against women is best guided by three interrelated themes. These are: promoting equal and respectful relationships between men and women; promoting non-violence social norms and reducing the effects of prior exposure to violence; and improving access to resources and systems of support.
